New iPhone 15 Pro is not downloading all photos from Cloud

Hello!

I have set up a new iPhone 15 Pro last week (Friday).

Since then, everything is installed and working, except the photos. On all of my iPhones, I was downloading all the photos os iCloud, so I set this one to do the same.

Unfortunately, it got stuck in "Downloading" since then, with no progress.

What is happening is that some of the photos have been downloaded, but most of them have not. I have around 20k photos and videos. The ones that are not downloaded look like black photos with a cloud logo on them. If I open an empty photo, it gets downloaded. Even if I scroll between the gallery, some of them get downloaded, but I can't do that for 20k items.

What I have tried since Friday (5 days ago):

  • Stayed connected to Wi-Fi and power during all nights
  • Deactivated syncing which deleted all my photos on my iPhone, restarted the process
  • Created a shortcut that takes image by image as seen in another post as a suggestion - after a few hours of running, not even a folder of 1k photos was downloaded.

I am adding some screenshot that describe the situation better.

Any solution?

Thanks

My iPhone 15 pro max done the same thing, what you need to do is going to your settings and make sure you do not have offloading turned on on your phone. If you have the offloading turned on, it will keep all those photos in the offloading in your iCloud and not on your phone to where it’s not using up as much storage unless you want to view that photo then it will download, you can also go into your iCloud and you can set it to where they all download to your phone and you can view them off-line

Is this limitation specific solely to WhatsApp's album or does it affect all other albums within the app?

Have you gone through the process of creating a WhatsApp backup by navigating to WhatsApp Settings > Chats > Chat Backup?

When it comes to iCloud, it conserves data in one location - either on iCloud itself or through iCloud Backup, but not both. This is a deliberate measure aimed at conserving space, ensuring that the data is stored efficiently without redundancy in multiple locations.
