A Recently Deleted photo that has not yet been permanently deleted will take up space on your phone.

You can go into the Recently Deleted album and permanently delete photos manually, so they don't hang around for 30 days while the system waits to see if you will change your mind about the deletion. But once you delete a photo from the Recently Deleted album, there's no getting it back. It's gone.

Settings > General > iPhone Storage > Offload Unused Apps

That may or nor help someone who is seriously out of space on an iPhone. If someone is out of space on their iPhone, offloading apps may not be enough. They should consider deleting photos, music, files, messages, email, etc., to clear space.

If they are out of space in iCloud, they would go to Settings > Their Name at the top > iCloud > Manage Account Storage and it they need more space there, they can more space in iCloud to sync more data. But that will NOT add space to an iPhone. iPhone memory can NEVER be made larger. People need to buy an iPhone with enough memory at purchase, because once purchased it is fixed.

You can go into your settings and you can turn on offloading. If you turn on the offloading it will turn off a lot of your apps and features that you do not use or have not used in the last 30 days or so and it will give you more room in your storage or you can also upgrade. I have upgraded mine to the 2TB and I have over 30 K in Photos on my phone plus all my other apps and stuff stuff and I have barely used up any of the storage and that is only $9.99 a month

It sounds like local device storage on your iPhone is nearly full.

There's a difference between

  • Local device storage on your iPhone, and
  • iCloud storage on Apple's servers

Device storage is where your iPhone puts virtually everything it needs to work with. Even when you synchronize data like photos, calendars, etc., through iCloud, there's usually a copy of the data on your iPhone as well as the copy in iCloud.

iCloud storage

  • Provides a place to store iPhone backups
  • Helps you to synchronize things between multiple devices. E.g., if you are using iCloud Photos on your iPhone and on your Mac, photos taken on the iPhone automatically show up on the Mac; and photos imported on the Mac (say, from a digital camera's memory card) automatically show up on the iPhone.
