Activation Lockout Issues

I am trying to help a lady whose husband needed to do a restore on his iPad Air. He was desirous to reset his tablet to factory settings and start over. So I backup up his data to the cloud and proceeded to reset his iPad. After it was reset came the time to activate the iPad, but it was locked to his account. I entered his Apple ID account and password, but it was set up for two-step verification. The problem is that his trusted phone number is one from a company that he used to work for and he no longer has access to. In short, we cannot get a verification code from that source. So I tried to get the verification code sent to his email address. The problem is that he only had his email account setup on the iPad itself which has now been erased completely and ready to setup again manually. So I downloaded the iCloud app on my PC in an effort to login to his email account to get the verification code for the activation. But the app requires the same verifications as the iPad is asking for. I sent a request to use a new trusted phone number (his wife's phone number) but it says that it will take 24 hours for her to get the instructions to help verify the account. Is there any way to get this account verified so that I can restore this man's iPad? What additional information will I need after 24 hours when they are supposed to contact his wife as the new trusted phone number? I had no idea that he had two step verification setup to an unusable phone number or I would have turned that off prior to erasing the iPad. Any suggestions?

You have correctly started account recovery, now you just wait for the process to complete

Please be aware account recovery is a two phase process once started. Phase 1 is the evaluation period, usually 24-72 hours but can be longer or shorter. This phase says Apple is evaluating your info and you’ll get an update after the posted time is over (people mistakenly think it means they’ll be able to reset the password immediately after this first phase.)

Once phase 1 is done it enters phase 2 where https://iforgot.apple.com/ will give you the final amount of days (can be weeks) you’ll wait. On that final day you’ll get a text/email/call, follow the instructions in that text/email/call immediately.

Thanks for your reply. BTW - I am not trying to reset his password. I already have the correct password for his account. It's just that no one can access the trusted phone number that he setup for his two-step verification. I really need to know if/when they'll let me reset another phone number for the two-step verification. That said, there still may be problems since I don't know where I will be when Apple contacts the wife using the new trusted phone number I submitted. Hopefully I will have the time needed to submit whatever information they will need to verify the account.

Well, hopefully it won't be an issue getting this thing re-activated since I was given the man's Apple ID account name & password AND the original trusted phone number that he once used for his two-step verification. It's a 1st generation iPad Air and the fella just wants his old iPad to run right. This is the first time I've ever had any issue with resetting an iPad. He's gonna be miserable if it takes weeks for Apple to unlock it for him.
