Safari -Save Bookmarks to New Folder

Why can't Safari save Bookmarks to a New Folder like saving a file in Mac Desktop OS? Save > New Folder. DONE!

Instead you can't just Save a bookmark to a New Folder directly. You actually need to open a NEW window, create/name a new folder, then drag the folder to it's alphabetical location -which often lands in another folder. Then return to the page you wish to bookmark, and save it to the new folder. And there's no option to alphabetize the bookmark folders. This is abysmal interface, especially AFTER ALL THESE YEARS. Can't Safari simply emulate the classic Mac OS "Save" interface?

Perhaps I missed the shortcut?
