You might also want to look at the parental controls that Apple offers. Settings>Screen Time>Communication Limits. If you have Screen Time enabled, you can restrict calls to only contacts.

If her phone is on an account over which you have control, you may want to contact your carrier and see if they have any options. A very long time ago, when I worked for Verizon, there were (for a fee) some parental controls at the account level.

Why is "Silence Unknown Callers" not enough?
You can also set up Focus so that only approved callers can ring through.
If you add yourself as a contact you can enable Silence unknown callers. That will block numbers not in her contacts.
