Page Layout "Edit Template" on Mac different from More Options on iPad

In a Pages document, using page layout to add an image in the "More Options" background page on my iPad, is selectable and can be changed and/or removed. The same document opened on my MacBook Pro is different. When you select Format/Edit Template, the images are gone. The image still appears on the page but can't be seen or removed in the "Edit Template" section on the MacBook Pro.
