I have tried all last night to get my son added to the family sharing. He got tired of trying. I sent two invites to him plus a few versions of a 6 digit code. It had him make his own account and want to pay. He shouldn’t have to pay. Is there something we forgot?
When creating a new Apple Id a payment method is required. Since he is not part of family sharing while creating the Apple ID, then a payment method must be added.
If he is a minor, then you should have created the Apple ID for him under family sharing, and no payment method would be required.
