Cannot Stop Optimized Battery Charging

After a recent upgrade my MacBook only charges to 80%. If I am going to be remote I have to remember to click "Charge to Full Now" a couple of hours before I leave home. I checked the settings and my Optimized Charge is set to off. With this feature turned off, it should always charge to 100%. Its a really crappy experience if I take it on the road and after a couple of hours of Zoom calls, I have almost no power. Doesn't Apple QA these supposed "Improvements"?

MacBook Pro 16″, macOS 13.6

I recently replaced a 2017 18-core iMac Pro with a new 16" M3-Max MacBook Pro (which benchmarks as 1.5 times faster). I normally use it with a docking station that keeps the laptop charged and was surprised to see the charge level drop to 80% after about a week of ownership.

No problem as long as I can get it back to 100% before I take it someplace, but after seeing references to a "Charge to Full" button, I cannot find it ANYWHERE. I changed System Settings to show battery status on menu bar AND in Control Center, but I cannot find a way to tell the laptop to charge to max before take the laptop portable.

Computer is up-to-date, running Sonoma 14.2.1.
