Activating Apple ID

When I try to log in to Apple Music on Windows it forces me to go to appleid.apple.com but when I log in there and go through verifying mail, phone number and card info then appear a page about Apple ID and security and I can't click continue. I tried it on multiple browsers, in incognito mode or even on phone and it always looks the same.

It's worth mentioning I don't have any Apple device that I can log into or something like this, I just want to use Apple Music.
