I have an iPad Pro 9.7 inch model A1674. I’d like to update to the latest iOS

Under Updates in Settings, there is a message saying there is an update available , but I cannot download the update manually or using the automatic download option. The current iOS is 16. I have the device connected to my MacBook Air and I just updated the iOS for the Mac. I checked iTunes but don’t see anything about iOS updates for iPad.

iPadOS 16 is the end of the line for that iPad Pro.

Unfortunately, the iPad Pro 9.7” does not support the latest version of iPadOS (which would be 17.2). If the Settings app shows an update is needed, but won’t let you download it, plug it into your Mac, and go to the check for update option but do CMD-Click and then you’ll have the option to reinstall iPadOS (without losing your data - but still a good idea to back up anyway), and see how that works. I hope this helps.
