The punctuation marks on my iPadOS 16.6.1 aren’t working with usual hold

I’ve checked my language which is still set to English (UK). I’ve turned off and on, but I don’t know why I cant pull down on a letter or symbol to get the quick option anymore. When I press and hold it gives me a weird set of punctuation marks that might be Spanish¿

When I hold question mark/full stop: ¿"… and no question mark at all

When I hold exclamation mark and comma: '¡ and no exclamation mark at all.

To find question or exclamation mark, I now have to go to the 123 button and then select #+=

Clearly this isn’t right. Can anyone help question mark
