Turn on this line is on in cellular settings but shows my carrier and I can make calls without WiFi so what’s this mean

So in settings cellular data it shows turn on this phone and the button shows its turned on ? So I looked at EID it shows me a number so I’ve turned off my phone turned it back on and it still shows me the on button when I transferred over to this iPhone I did eSIM and then it seems like the phone does not work properly
