how to import LIVE photos on iPhone

Hello there!

My iPhone 12's storage is full of photos, and I was thinking of downloading all the photos to my Windows 10 PC and then deleting them from my iPhone. However, after doing that, I would like to have the option to reload some of these photos onto my device.

My question is, how can I import from my PC to iCloud (or directly to the iPhone) in a way that they are recognized as LIVE PHOTOS?

If I try to import the files generated during the export (.jpg + .mov), it creates two separate files in the gallery but NOT a live photo.
