Wrong time on safe recovery mode blocking Ventura installation

I have a MacBook Air M1 8gb/256gb
I am trying to install from scratch Ventura (as it is the macOS version in my recovery partition) and I am having serious issues.
As I am doing this I have no possibility to manually download the installer from the AppStore.
After many attempts, failed each time 8 minutes before completion, just telling me to try again later. I used 2 different wireless networks, several reboots, checking disk integrity (all partitions good) deleting NVRAM, nothing helped. While checking the logs I saw the time is one hour behind my time zone so using the terminal I tried the sntp command to sync with several NTP local servers (CEST) although it shows success the time is still one hour behind.
Changing manually the time using the date command on the terminal helped and the installation passed the 8 minutes failure to now stuck 1 minute prior completion until again after a long while stuck tells you it fails and to try again. Checking the logs I can see the installer updates the time via NTP pushing the system again one hour back, at that moment it stucks and eventually the installation fails.
At this point I am pretty frustrated and out of ideas. Any clue how to correct this time sync issue? Terminal in safe mode is very limited.
