AirTag connection after phone rest

I rest my phone as I forgot my Apple ID password. Afterwards I noted that all my AirTag connections were lost and I was getting notifications of air tags that were traveling with me. I have 8 air tags to reconnect. I reset the AirTag until I heard the different tone and attempted to add back to find my, when attempting connection the device is asking me to sign in? When looking at settings I find that I am signed in to my apple account. The security settings require the advanced security. I reset the sign in for iCloud and I keep getting this error.
