iCloud Keychain and two-factor authentication errors on iPhone

Hello,

After trying to resolve another issue I turned off iCloud Keychain on my iPhone 12 running iOS 17.2.1. When I try to turn it on again, I get the following two messages:


"iCloud Keychain Require the Latest Account Security. Your account needs to be upgraded to use two-factor authentication, and you need to create a passcode for this iPhone"


After thinking for a few seconds I get another error:


"iCloud Keychain Cannot be Set Up. This feature requires two-factor authentication The Apple ID XXXX does not support two-factor authentication."


I have both a passcode and two-factor authentication set up and working. iCloud Keychain appears to work well on my MacBook and I've tried restarting, changing my password, changing my pin, ect. Any thoughts to how to resolve this?

After calling support, I was able to resolve the issue. It turns out having a screen time pin prevents some functions. I had to remove that pin, so I could log out of iCloud. Once logging in and out, I was able to add keychain again.
