If you're referring to a 2012 or newer Mac, or a 2010 desktop Mac Pro upgraded with a Metal-capable graphics card, back up your data, check the application compatibility table, click here, and then on the download link for a higher OS. Catalina and above won't run 32-bit software and split iTunes into several applications; if you choose one of them, use Go64 as well.

If you're referring to an earlier Mac except as noted above, you can't.

If you're referring to an iPad or iPhone, you can update at least as far as 10.3.3; use a computer or the Software Update function in Settings.

Your question isn't clear, sorry, but assuming you said that your device is running iOS version 10.3, I doubt that your iPhone (or iPad) can support more recent iOS versions.
