Crucial ExFat formatted SSD faster than another same SSD formatted APFS

My Crucial 4TB x9 SSD, run as factory default with ExFat formatting gets me about 1400MB/s write and 900 Read with Black Magic Speed Test. A second Crucial 4TB (same X9) formatted as APFS gets me 900 and 930 respectively. I have swapped cable and ports on my Studio Display where they are connected. They are USB-C 2 (not 2x2) drives. I would have expected the APFS drive to be faster. It is empty. The faster drive has about 2.3TB of data. Any thoughts on why one drive would be faster? I'll copy over some data to the slower one but can't imagine that's the issue. Thoughts? ( I connected the slower drive to a Thunderbolt port on a dock and got even slower speeds)

Sorry, I ran out of time making updates to my reply. Here is what I added:

FWIW. All of these drives support USB 3.2 Gen 2x1. What used to be called USB 3.1 Gen 2. Regardless, they all support up to 10Gbps (1.25 GBps) throughput.

Also, connecting to a port that supports the Thunderbolt standard will not help as this drive does not support that standard.

Yes, that would be the Pro model.

On Amazon it reads as for PC and Mac but at least one of them (and I assume both) came formatted ExFat and that one was never reformatted and is substantially faster than the one that I formatted as APFS.

The only difference I can find between their PC vs. Mac offering is how they are initially formatted: ExFAT for PCs, and APFS for Macs.

Not sure why the speed discrepancy. In theory, the newer versions of macOS work "better" with APFS, but I haven't seen any "official" performance tests to see how each format (HFS+, APFS, or ExFAT) compares against each other with external drives. AFAIK, only the connection type and drive type should matter.

The link to what I purchased is at https://www.amazon.com/gp/product/B0C9WGQY8G/ref=ppx_yo_dt_b_search_asin_title?ie=UTF8&th=1. I just can't figure out why an APFS formatted drive would run slower than the ExFat version.
