I have an iPad that is disabled. I have it connected to my computer to reset it but I don't have iTunes downloaded. When I try to download iTunes it will not let me because it says I need to update the macOS. My Mac updated yesterday with 14.2.1.

Hi,
There is no iTunes for MacOS Catalina or later. Use music app instead. Finder is used for syncing.
