I encountered the same error, I waited a while for my phone to return to normal state but it didn't. So I had to force restart. Below are the steps:

1. Press and quickly release the Volume Up Button.
2. Press and quickly release the Volume Down Button.
3. Press and hold the Power/Side button until the apple logo comes.

Your phone should restart normally. Hope this helps!

I tried and it just froze for a while and came back on my iPhone 1 Pro iOS 17.2.1.
