Not sure where you’re getting this information as far as what Operating System and whatnot that you have on your device. This does not look like Apple specs and you really haven’t told what iPad you have or anything like that.
If your device is too old, you’re not going to be able to update to iPadOS 17. There are hardware requirements and if your device doesn’t meet those requirements then there is no way that you’re going to be able to install it on your device as it simply can’t handle the demands of the software. The only option at that point if you must have iPadOS 17 is to upgrade your hardware by purchasing a newer device. There simply is nothing you can do with the current device to upgrade it to be able to handle the new OS. If your device is capable of running iPadOS 17, then you’ll be able to update it through Settings. You do this in Settings > General > Software Update. Once in there, you’ll get a screen telling you what the highest is that you can update to and if an update is available. If it states that your iPad is up to date, then it’s either running the highest version of iPadOS available if it’s under 17.2 (at this point in time) that the device can run. If you’re running iPadOS 17.2 then it’s up to date with the highest available version of iPadOS.
Again, if your device tells you it is up to date and you aren’t running the newest version of iPadOS that is available, the your device is running the highest version that it supports and you’re going to have to get a newer iPad to be able to run anything higher. You can get by for a while on older versions of iPadOS, however, there will become a time when apps will no longer support the version that you have and will eventually have to get something to be able to update higher so you’ll be able to continue to run more current apps.
