Restricting adult purchasing on family sharing

I have an Apple One Premier plan that I am paying $37.95/month.

I had to remove my partner from my family sharing because I was getting charged for their purchases.

There does not seem to be a way to restrict purchasing for adults who are family, only minors.

Am I missing a setting somewhere to do this?

I’d love to be able to share Apple Music, Apple TV, iCloud+, Apple News, and Apple Fitness with them!

I also emailed Tim Cook letting him known this was an issue I’m having.

As established when setting up Family Sharing, the Family Organizer is responsible for paying for everybody's purchases if purchase sharing is turned on.

If purchase sharing is turned on, the family organizer pays for family members' purchases and must have a valid payment method on file.

Turn it off, and their purchases won't be charged to you
