Correct. Apple Pay is not supported in India. As such payment methods cannot be added to the Wallet app for it and all you get is the option to add passes, an tickets as shown in the support document you posted from.

Yes. The issue is the region. As mentioned Apple Pay IS NOT supported in India. Therefore you cannot add cards to Wallet, because even if you could, there would be no way of using them anywhere in India.

Whenever Indian banks and merchants choose to support it. Apple cannot force them to support it.
I am from India. I am not able to add my credit card in Apple Pay.
