how do I change the way my Icloud account is being billed.
I need to change from one credit card to a bank account for monthly billing. how do I do that?

You cannot directly use a bank account for billing.
You can use a credit or debit card. The debit card would normally be attached to a bank account.
iCloud will use the payment methods added to your Apple ID in the order they appear in.
