Permission Error opening Final Cut Pro Library on external drive

Every time I try and open the backup library on my external drive I get the error "the document could not be opened. permission denied. libraries require read and write permission." I've changed the permissions and given full disc access to final cut pro x. Final cut version 10.6.5 macOS Monterey version 12.3.1

MacBook Pro 13″, macOS 12.3

Before you do that, one thing that I think was not mentioned: could you try setting "Ignore Ownership on this volume"?

I always set this on any media drive (but I work only for myself; in other contexts there may be very good reasons not to do this).

Sorry you'll have to forgive me. I'm not sure how to check for those things. But, here's the get info on the drive. It's a mobile usbc and it has a utilities folder with it. I think it might have something to do with that folder since I can't do anything about the permissions on it and it just says custom access. I also don't know how the drive is formatted.
