I am unable to Move photos from iPhone (iOS16) to Windows 10 PC - iTunes pushes me to Windows app

In the past, when I connected my iPhone to my Windows 10 laptop, iTunes would send a popup window to handle the Import, with a box to check to "delete from iPhone" after importing.

Now, I am directly sent to Windows Photo App, which appears to have no option to delete (treating the iPhone as an external drive I think).

I've worked hard to find any settings that might fix, but so far no success.

Am I missing something? Or do I now have to manually delete photos from my iPhone after copying to Windows? (presumably by selecting them and deleting)

Update (I see no way to edit my question) - I have found that if I ignore the Windows Photo App, and go to Windows File Explorer instead, that will allow me to import my photos and also delete from my iPhone.
