Apple cash is restricted

At first it was okay on my iphone 7 plus but my battery needs to be serviced, so i switched to a new phone and now its asking to verify identity. When i tried to, it said unable to verify identity 2 times and now my account is restricted for apple cash.

My apple cash has been permanently restricted So my account out of nowhere asked me to verify my identity and I did but it would take me back to the begin part of verifying and I tried multiple times till I couldn't anymore because it says my account has been restricted so I called to get it fixed and they told me they were going to reload it so I can set up my apple cash again so I tried to verify my identity again but still would go back and then I called again and they reloaded it like 3 times because it was not working until they told me now its permanently restricted and they did not tell me why or how can I get it fixed and that I cant do anything. is it possible to get it unrestricted?
