Card adding issue

How can I add my card in wallet. I always face this issue that I have attached the picture. I have also update my phone and my region. Please gide it me how can I resolve this issue.

Pakistan does not support Apple Pay. Without Apple Pay support you cannot add payment methods such as credit and debit cards.

I am from Pakistan and people are using there cards to pay for any thing. The issue is that I can’t add my dabit card in wallet.
