Please force restart your iPhone.

Press and quickly release the volume up button.
Press and quickly release the volume down button.
Press and hold the side button.
When the Apple logo appears, release the side button.

Remove all cards from Apple Wallet, delete Apple Wallet app, log out of Apple ID/iCloud account, force restart iPhone, log back into Apple ID, download new copy of Wallet app from Apple App Store, add cards to Wallet app.

I am having the same issue. Forcing to restart the iphone didn't help.

I saw a post last year on social media that folks were reporting the same issue. Then the issue was "magically" fixed. I don't know whether iOS needs an upgrade?
