Both my iPhone and iPad are not charging reliably when connected w apple cable to apple Mac computer or apple plug and wall outlet. iPad initially shows lightning bolt then immediately it disappears.

This could be because you have dust stuck in the charging port, I recommend going to Apple or another technology fixing location and asking them to clear it and hopefully it will start charging.

There are alot of reasons for why this may occur.
1 reason being that the port may be bent. As you said you have cleaned the ports on the devices. If I may suggest you can clean the charging cable. I have also experienced a issue like this where a charger was not working so please also try with another charging cable and different plug.
