In Mac OS Sonoma, I have an app I added in the System Settings/Privacy & Security/Screen Recording & System Audio settings and made sure to turn off so as not to allow. Yet every time I start the app, it asks if I want to allow screen recording. Isn't this what this setting is for?

can only surmise that the application checks if it has permission when it starts; since it doesn't, it asks for it. That is just how the application is programmed.
Maybe you need to contact the developer. What is the application, if you don't mind my asking?
Thanks. You may be correct with that. It's a client for Fishbowl Advanced Inventory Management. It has absolutely no need to recored the screen, and have no idea why that would even be in the app.
