Tethering with esim

Hi :

I have the following scenario.

when travel to a foreign country, if I setup a local prepaid esim as “primary” cell network, with US esim as secondary. Can I use the local (foreign) esim as a WiFi hotspot (tethering) and still use the U.S. esim in WiFi mode ?

I used to carry two phones for this purpose, but now that iPhone supports dual esims, hence the question if I can combine the devices into a single one.
