Connecting ipad after restored?
I restored my ipad to factory settings. I cannot access it, since I do not remember old passwords.
I could not log in with my connect to it with my i phone either.

Once you restore to factory settings, there are no old passwords to remember. You were required to turn off Find My for the restoration to complete, so Activation Lock cannot be a factor here.
After the restore to factory settings completes, you may set up the iPad as if it were brand new.
