Can I access my deceased wife's iPhone?

Can I access my deceased wifes iphone and what info do I need to provide apple. Thanks.

Its been about three years now and I am locked out of her apple ID and her phone which is filled with pictures i really want back. Is there a genius solution to my dilemma? Thanks!
