Can it be unlocked?
So i can't contact the owner, am stuck

Then you have a totally useless iPhone, you can NEVER EVER use. If you don't know the owner, the phone will remain locked to them forever. Apple will NOT help you. We CANNOT help you.
If you can't get your money back (you likely can't) recycle the phone responsibly.

No, unless you can find the owner of the phone and convince them to give you their Apple ID and Password. No one else will be able to provide you with this information.

That is correct. Hopefully, you did not pay anything for the locked phone.

That's a good thing. There is no service you can pay who can unlock the phone. Even the FBI who has technology way more sophisticated than just about anyone could not unlock a locked iPhone.

Ehhh that's too bad, it my first time in life to have an iphone.
I thought I was going to advance in my video and photography but it won't work.
I have once used a friend's iphone to cover up a function and I realized something special about iphones among many phones.
So from that day I said I have to own one, but it has failed.
But am not going to give up no matter what am not turning back to Android period.(I saw a tremendous difference in iphones)
I admit I made a lose when I bought this iphone from scrap cheaply ($200) and I thought I would fix it.

No mention was made about paying to unlock the phone. (That would be another scam that you would want to avoid)
I said that I hoped that you did not have to pay for the phone....(since it's real value was zero.)....and was hoping that it might have been given to you.
Unfortunately, a hard lesson learned the hard way.
