Only if units from an authorized source in an EU country use the RX region code. Apple's never posted a list of which codes correspond to what countries, so only someone with firsthand knowledge can say for certain.

If you google that part number, there doesn't seem to be any place out there that sells it, only E. Europe, like the other "R" codes.

That model is sold in several countries; some of them are in the European Union, but not all. Go to an authorized seller and check if the units there have RX/A in their part numbers.

No, it’s not, but I can’t find any reference to an RX country indicator. X/A, on the other hand, indicates Australia / New Zealand. Not all country indicators are two character.

There are always five characters in the model number before the region code, so it's RX, not X.
