Indeed, since iOS 17, the Magnify tool has disappeared when annotting images. The only known solution is to share the image with the Books app where the Magnify tool is still available when editing an image.


You may want to notify Apple of the missing feature: Product Feedback - Apple.

Zoom in on the iPhone screen - Apple Support

says:

"You can also use the Zoom feature to magnify the screen no matter what you’re doing. You can magnify the entire screen (Full Screen Zoom) or magnify only part of the screen with a resizable lens (Window Zoom).


Go to Settings > Accessibility > Zoom, then turn on Zoom.

one of several setting options: Zoom Region: Choose Full Screen Zoom or Window Zoom.

Seems we now have a magnifier app!

Eg: Above article says:

"You can also add Magnifier to Control Center for easier access".

Create an Accessibility Shortcut or add Magnifier to Control Center
