Has the issue been resolved so that when I share an entire photo library with another person they will also see the photos within the context of the albums I originally created? Or is it still the case that I, the originator, would still see the photo albums but those I share with can't?

At least the keywords, titles, and captions are shared with the photos and videos. When I share the photos from an album, I add a keyword with the name of the album, so the subscribers to my shared library can easily recreate the albums as smart albums, based on the keywords. I have not found a good way to share the folder structure, however. My folders are deeply nested, and it is a pain to have to recreate them.
I am also adding the names of the people and pets as keywords.

In Apple's current design, an Album you create may contain photos from your private library and/or from your shared library, but it is part of your private library, and it is visible only to you. Apple has not (yet?) defined a type of Album that exists within a Shared Library that would be visible to all the users of the Shared Library.
Unfortunately, the name "Shared Album" is already used for something quite different, formerly known as Shared Photo Stream.
