Your carrier must unlock the SIM card on your phone. Your carrier is the only one who can unlock the SIM. Apple cannot do this.

Contact your carrier and ask them to unlock the SIM card on your phone.

If you have "No SIM Restriction" against Network Provider Lock. Then there is no unlock required. You can use any SIM from any Carrier.
