Cant register a new apple id
Ive gifted my old phone to a friend. Ive erased the phone and he has tried to register a new apple id but receives a message; " apple id cannot be created at this time". The same message for a week.

It will probably continue to give the same message for many weeks to come.
Each Apple device has a limited number of Apple IDs which it can create in a year. Apple says in If you see a Could Not Create Apple ID or Could Not Set Up iCloud message If you see a Could Not Create Apple ID message, it means that you have exceeded the number of new Apple IDs you can set up with iCloud on a single device in one year.
Your friend will have to create his Apple ID on another device, or at appleid.apple.com and click 'Create Your Apple ID', as is shown in How to create a new Apple ID.
