If it is a WiFi only model (not WiFi + Cellular) it doesn't have GPS antennas to communicate with satellite signals, it just can use triangulation of nearby WiFi signals in an area, for approximate GPS location.
That said, try to:
- Turn off all devices connected to your wifi network.
- Turn off your modem router for at least 1 minute.
- Turn your modem router back on, waiting for its complete autoconfiguration (it might take some minutes)
- Turn your iPad back on and try re-connecting it to your wifi network.
If the issue persists, try taking your iPad on a "little trip" to see if it can triangulate with other wifi networks nearby, and if the issue can be fixed.
On the contrary, if your iPad is a Wifi+Cellular model, I suggest that you make an appointment (*) and have your device inspected at an Apple Store or AASP (Apple Authorized Service Provider) among this list:--> https://locate.apple.com/choose-country-region . After checking it out, they'll give you all the available options.
