Apple wallet issues

I have been trying to add my cards to Apple wallet but it does not add my cards to the wallet app. Whenever I try to press the + button on top a message pops up by saying cancel or learn more. I have tried changing the region settings as well. It still won’t work. I deleted the app and downloaded it again but it’s the same issue.

iPhone 15 Pro Max, iOS 17

I am not able to add my cards to the apple wallet. Would you please suggest as to how I do that? I tried to add the card several times but it says to change my region. I have changed the region for 2-3 times but it still shows me the same message again.

Are you in a country or region that support Apple Pay?

Does your financial institution support Apple Pay?

Apple Pay participating banks in Asia/Pacific, Africa, Europe Latin America, Middle East and United States - Apple Support

Confirm your region is set correctly.

Change the language and region on iPhone - Apple Support

Change your Apple ID country or region

Are you in one of the countries where Apple Pay is active? Check the list in Places that support Apple Pay.

I have the same issue after updating to 17.2.1. I have tried to reboot, and reset all settings - nothing changed
