My camera apps want to use the microphone, but they dont show up in the list nor does the microphone setting allow me to do nothing, all grayed out.

If Screen Time or Focus or Parental Controls are enabled, disable all that, restart the iPhone, and check again.
If there are management profiles loaded here, check with whoever provided those profiles.
What "List"?
You need to go into privacy settings and enter your administrator password
