How do I get icons and toolbar in front of screensaver/wallpaper?
When starting up, the toolbar and Icons on the desktop do not show up automatically in front of the wallpaper/screensaver.

it sounds to me that those items are set to hide themselves.
first, try going into System Settings > Desktop & Dock and check if "Automatically hide and show the Dock" is turned on.
and then go into System Settings > Control Center in the "menubar only" section and see if it is set to hide itself.

You need to explain your question. The Menu Bar and any icons do not show until after you log in and the Desktop is displayed.
Just to add, if jeffrey is on to something, make sure "Show Items" is enabled in System Settings > Desktop & Dock.
Sorry, first answer was wrong. I start the computer and the screensaver/wallpaper comes up. The icons and toolbar do not show up. They either must hide behind the screensaver/wallpaper or somewhere else. How can I get the icons and toolbar in front of the screensaver/wallpaper right after the star up?
