More generally, an iPhone 8 is comparatively old, slow, and resource-limited.

Apple? Probably not. They don’t have the app source code.
So…. Who does that leave? The app vendor, maybe? The app vendor does have the app source code. And if the issue is with iOS and not with the app, the app vendor is best positioned to provide a reproducer and discuss this bug with Apple.
