I’m having issue with my Apple ID, I want to log out, but it’s showing Apple is not active. Please I have tried my whole best to sign out, so I can put a new email, it says This Apple ID is not active. This has been my issue, can this issue been solved

Was the Apple ID requested to be deactivated at some point. This is something that the owner of the account has to request.It does not happen automatically. When that happened you should have received an email with a re-activation code.
You need to contact Apple support to re-activate the account by providing the code you were sent.
