That’s an error in the bank’s provisioning of a credit/debit card.
The bank needs to reprovision the card. Basic bank support personnel might not understand what that is. You might need to try to get through to the Apple Pay Support Team at the bank. Smaller banks use a third party to provision cards which might make it tougher.

Apple is not a bank and doesn’t verify you or your credit card account. Your bank is doing what is called Red Path Authentication and blocking your card. Some banks use the Payment Network Operator (Visa, MasterCard etc.) to verify accounts. When one bank does Red Path Authentication, other banks usually do it as well, as a safety precaution. You’re going to have to work with your banks to resolve the issue.

Most cards/individuals are Yellow Path and are required to add additional verification. The additional verification may be in the form of an email, One Time Passcode (OTP) via text or a photo call.

Blocks by the bank are device specific. In other words, they can be added to one device, but not another. You need to work with your bank to resolve the issue.

That error is caused by one of two possibilities. A network error of some kind or misconfigured bank app.
Do you have antivirus software or some security software? Your iPhone is trying to connect to the bank to send signed T&C and can’t connect.
There is a small chance it’s an internet issue. Are you using a VPN or hotspot? Do you have VPN software on the device or have you used a VPN on the device in the past?
It’s not just the speed but the quality of the connection. But since you’re satisfied with the internet, we’re back to the bank’s software having a string of bad code. Make sure you’re using the latest version from the App Store. You can also try deleting and downloading a fresh copy.

If don’t use the banks app, and add the card manually by typing in the information, what error notification do you receive?
After I select card, I choose adding to apple wallet then terms and conditions was shown to accept. After agree terms, first image was shown and then second image

I would try adding the card in 30 days. Make sure you log into your Apple ID, use the iPhone for some purchases including iTunes and/or App Store. Those purchases will be registered to your ID. Wait 30 days and then try adding just one card. If the same issue persists, wait another 30 days.
The history of the iPhone could be causing the Red Path Verification. The prior owner could still have the iPhone listed in the prior owners devices in his Apple ID Account.
iPhone is updated to latest version and I removed the application wallet and installed it again. Also I tried sign out of my account and created another account but no hope. About bank it is not only one bank, wallet doesn't accept any card from any bank and when using these cards to other iPhones working well.
Thanks for your explanation but according to it my card must not work to any other iPhones. I tried my card in other iPhones and worked well with no problems.
I am in KSA . I want to mention that I formatted my iPhone and still same issue.
Every single card I’m trying is doing this it’s not just one specific bank. It’s not the bank it’s Apple.
