Can’t add a second card to Apple Wallet

I already have a debit card in my Wallet. Now I want to add a second one, but I keep getting the same message. I’m in a country where Wallet is eligible and my Apple ID country/region matches with the bank company I want to add in. i have also updated IOS so it works just fine too.

Bank company does not have “add to Wallet” button in their app yet.
