iCloud Photos syncing too slow or may be stuck…

I’ve bought a 50gb iCloud+ storage plan to upload my 42gb photos data. My iPhone photos are syncing to iCloud from last three days but it’s only uploaded 2gb data or only 65 items out of 1900 yet. Sometimes it seems stuck on a same number whole day and sometimes paused iCloud syncing to optimise battery power. In fact my iPhone is always connected to power and Wifi. And low power mode is always off. My wifi download speed is 27.4 mbps and upload is 5.26 mbps.

I’ve tried all the methods like signing in and out, turning syncing on and off, rebooting iphone, reset network settings etc.

My IPhone storage is almost full and i want upload all these photos to iCloud. Please help me to solve this problem as early as possible.
