I cannot send hyperlinks on my iPad — message, outlook, gmail, etc. I’ve tried both Chrome and Safari

Have you tried using the share button (up arrow coming out of a box) from the hyperlinked site?
My phrasing may have been confusing. My issue is with sending a link to any website. It will not work on any app.
Here’s what I mean.

… then pressing, say, the Messages button yields this, with the hyperlink ready to go:
Yes, I get to that point, then nothing happens when I push on the various apps.
